Stateswide Matters

The States has already decided that the Freedom of Information Law should apply to the wholly owned States Subsidiaries.  This must be brought onto a statutory basis as soon as possible so that these companies can be genuinely accountable to the States Assembly.

My Freedom of Information enquiry asked where the ‘Lean System Analysis’ had demonstrated money-savings and improvements in service. The reply revealed that no record had been kept showing improvement in services to the public. There must be a concerted States-wide programme to consider the efficiencies of systems and processes in the organisation.  This requires a culture change since all levels of management must be involved in the process of driving out failure demand. It is also essential that HR procedures are reformed as part of improving the culture of the States.
